  • Development of Housing Stock for Moderate and Slightly Below Moderate Income Citizens: Foreign Practices

    This book analyzes foreign practices of developing housing stock for moderate and slightly below moderate income households. Individual categories of citizens in the European countries and USA are subsidized and moderate income households are covered by special mortgage programs. Moreover, there is a great variety of construction and housing allocation models there, which stand somewhere between purely market models and social housing models for low-income citizens. The authors review the experience of the UK housing associations and relevant programs implemented in the United States, Scandinavian countries, France, etc. They offer affordable housing supply schemes for moderate and slightly below moderate income citizens that are applicable for Russia.

    The book targets state officials, regional and municipal administrations responsible for the housing policy and participants of the housing market (employees of banks, housing and mortgage funds and construction companies).

    Housing, in Mexico, is on the agenda. Vincente Fox's goal to reach 750,000 new homes built each year by the end of his term in 2006 is within reach according to many. (The Economist, 2005) In 2004, over 530,000 loans have been made to purchase new homes. (CONAFOVI website, accessed 5/14/05) With over 300,000 of these loans being issued by INFONAVIT, the government mandated private sector workers program, the federal government is playing a big role in the housing boom.   • From Post-War Fledgling Experimentation to Korean-Version New Deal

    Where is the End of Mudding Through in Korean Housing Policy?

     

    Korea experienced a remarkably rapid economic growth since the 1960â??s and the per capita GNP peaked in 1996 with over US$ 11,380. With the fruits of such economic growth, the housing situation also has substantially improved: the national census of 2000 indicates that the number of housing units per one hundred households was 96 units and the average size of housing unit, about 82m 2 .   • Housing in Ecuador

    Ecuador's housing markets and policies, as in many developing countries, are characterized by high levels of migration from agricultural to urban centers, high levels of squatting and informal housing construction, poor access to services, and a population where over half of all people live or are in danger of living below the poverty line. The government has recently shifted its historical first tier focus of building and providing affordable housing to residents to a second tier role as more of a facilitator and enabler, working together with private concerns to provide housing and services. Ecuador's housing needs are still very large, and even with a promising start it remains to be seen if the new policies and programs will be effective.   • A Few Thoughts on Basel II

    The cement continues to harden around Basel II. Specifically - and in too much detail-the Bank for International Settlements' Basel Committee on Banking Supervision has issued a third consultative paper on the New Basel Capital Accord. This third and near final round contained little new regarding the capital required to support mortgage lending activities. The relatively few lenders expected to achieve the internal ratings based (IRB) approach will still be given the latitude to establish their own risk weightings, subject to a floor of 10%.

  • Housing Policy in Chile, the Evolution of dramatic Tensions

    The history of the Chilean Housing Policy starts in 1906, and develops frantically during the 20th century. A large set of laws were developed and transformed constituting milestones in the complex and rich legal history of the country. At least three different sources coincide on the list of relevant moments in the evolution of the housing policy in Chile. The sanction of large number of national laws related with housing is one symptom of a continuous effort of the Chilean society that spans for almost one hundred years. Chile made records on housing both at the beginning and end of the 20th century, being the first country in America to sanction a national law about housing and the first country in Latin America to reduce the housing deficit.   • Poland: Housing Challenge in a Time of Transition

    The popular folkloric axiom Housing Matters acquires a poignant significance in the context of countries that are engaged in a wholesale revision of their political, economic and social paradigms. This paper examines the state of Polish housing as a legacy of the socialist period and the transition of the sector to a market economy. It describes housing conditions at the beginning of the transition; uses the housing policy framework conceptualized by WorId Bank consultant Shlomo Angel to trace progress throughout the ensuing decade; and concludes by identifying current strengths and challenges in the emergent Polish housing system..   • Challenges and Opportunities in the Mexican Mortgage Markets - In the Wake of the '95 Financial Crisis

    The peso devaluation and ensuing banking crisis of 1995 hit Mexico's housing finance markets hard, making evident certain structural limitations of the system. Though in some respects Mexican commercial banks and the housing finance markets are returning to where they were in the early '90s, the high default rates and temporary vacuum of conventional credit did provide space for new players to emerge and new practices to develop. These changes in the marketplace, along with regulatory shifts, have dramatically altered the mortgage markets in ways that most borrowers consider positive.   • The Changing Visage of French Housing Policy and Finance: A Half-Century of Comprehensive, Complex and Compelling Home Building

    A number of assessments indicate that the state of housing in France today is greatly improved over where it was forty years ago: 73% of French households are satisfied with their place of abode; the average surface area per person is 35 m2 (or approximately 350 sf); 96% of all units have a private bath; and an increasing number of recently constructed dwellings bring to France's housing stock the ever-desired amenities of mare space and everyday comforts. Up from 46.7% in 1978, France's homeownership rate seems to have settled at 54%, which falls somewhere cleanly in the middle of the rest of European averages. Whether this rate has stagnated is of some debate, with most of the blame directed at France's stringent economic policies.     The American market has been characterized by a number of factors which have encouraged the growth of securitization and this, in turn, has substantially reduced the need for mortgage lenders to hold own funds.   • Housing Finance in Nigeria: Need for Re-Engineering

    The paper sets out to answer the question 'why has housing finance system remained passive and irrelevant in the drive towards Housing delivery? By reviewing the evolution of our socio-economic development, evaluation of the existing structure is carried out. Secondary data were obtained from existing literature on construction industry and housing finance market. The National Housing Policy provided a solid background needed for understanding the operation of the market. This historical survey approach revealed the reasons for failure of existing practice. The conclusion is that we cannot copy models from other nations but rather evolve workable models based on our socio-cultural background. Recommendations are made in this regard.

  • Principal Changes in Long-term residential Mortgage Lending in Russia during 1998-2000

    During this period, the system of long-term residential mortgage lending developed in a fairly difficult economic situation in which the 1998 financial crisis had a decisive role. The crisis caused material changes in the structure of the banking system and its areas of activity, suspended activities on the GKO market, and resulted in higher inflation and the decline in the real income of significant population groups. Several of the largest system-forming banks terminated activities, causing major losses to their clients. People who have lost their savings in the crisis have also lost their trust in commercial banks. The crisis also undermined the confidence of corporate investors, both foreign and domestic, in the long-term instruments which were to be issued on the basis of mortgage loans. Signs of positive change in the banking system appeared only at the beginning of 2000.

    It is hardly news to state that financial markets have changed rapidly all over the world during the last 20 years. The key drivers have been new technology and deregulation. As a result the old boundaries between banks, building societies, savings and loans institutions, insurance companies, securities houses and fund management firms have almost disappeared. In the UK a number of building societies have turned into banks. Most large retail insurance companies have banking subsidiaries; most large banks have insurance company subsidiaries. Banks, building societies, and insurance companies all offer mutual funds (known as unit trusts in the UK). In America the old barriers between insurance, banking and security companies are breaking down, as have the restrictions preventing inter-state branching. In many parts of Europe the specialist mortgage institutions have become subsidiaries of commercial banks.
